Proponent's argument to vote Yes:Rep. IKE SKELTON (D, MO-4): Pakistan is important to the Middle East and our intentions there. Their cooperation, of course, is so very, very important. This legislation gives economic and democratic development assistance to that country.

Rep. HOWARD BERMAN (D, CA-28): We can't allow al Qaeda or any other terrorist group that threatens our national security to operate with impunity in the tribal regions or any other part of Pakistan. Nor can we permit the Pakistani state and its nuclear arsenal to be taken over by the Taliban. To help prevent this nightmare scenario, we need to forge a true strategic partnership with Pakistan and its people, strengthen Pakistan's democrat government, and work to make Pakistan a source of stability in a volatile region.

Opponent's argument to vote No:Rep. ILEANA ROS-LEHTINEN (R, FL-18): This bill focuses on past actions and failures attributed to the Pakistani Government, punishing the new leadership for the sins of its predecessors. While the authors of H.R. 1886 may have sought to empower our Pakistani partners to undertake the formidable task of fighting and winning against violent extremists, it does the opposite. We have gone down this road before. I recall during the Iraq debate, Members sought to prejudge the surge strategy before it could even be implemented. Let us hope that this will not be repeated with respect to Pakistan and Afghanistan.

Voted YES on cooperating with India as a nuclear power.

• Approves the US-India Agreement for Cooperation on Peaceful Uses of Nuclear Energy.
• Declares that it is US policy to prevent the transfer to India of nuclear equipment, materials, or technology from other participating governments in the Nuclear Suppliers Group or from any other source; and
• any nuclear power reactor fuel reserve provided to India for use in safeguarded civilian nuclear facilities should be commensurate with reasonable reactor operating requirements.

Proponent's argument to vote Yes:Rep. HOWARD BERMAN (D, CA-28): Integrating India into a global nonproliferation regime is a positive step. Before anyone gets too sanctimonious about India's nuclear weapons program, we should acknowledge that the five recognized nuclear weapons states have not done nearly enough to fulfill their commitments under the Nuclear Nonproliferation Treaty, including making serious reductions in their own arsenals, nor in the case of the US in ratifying the Comprehensive Test Ban Treaty.

Opponent's argument to vote No:Rep. BARBARA LEE (D, CA-9): In withholding my approval, I seek not to penalize the people of India but, rather, to affirm the principle of nuclear nonproliferation. Jettisoning adherence to the international nuclear nonproliferation framework that has served the world so well for more than 30 years, as approval of the agreement before us would do, is just simply unwise. It is also reckless.

Approval of this agreement undermines our efforts to dissuade countries like Iran and North Korea from developing nuclear weapons. By approving this agreement, all we are doing is creating incentives for other countries to withdraw from the Nuclear Nonproliferation Treaty.

Keep sanctions against Syria until WMDs are dismantled.

This bill states that U.S. sanctions and controls relating to Syria shall remain in effect until the President certifies that Syria has ceased support for terrorism, has dismantled biological, chemical, or nuclear weapons programs, and has committed to combat their proliferation, respects the boundaries and sovereignty of all neighboring countries, and upholds human rights and civil liberties.

Also imposes specified trade, assistance, and military sanctions, as appropriate, on persons or countries that transfer goods or technology so as to contribute to Syria's biological, chemical, nuclear, or advanced conventional weapons programs.

Imposes specified sanctions aimed at Syria's energy sector.

Sets forth diplomatic measures intended to isolate the government of Syria.

Directs the President to provide assistance to support a democratic transition in Syria.

Seeds of Peace: promote coexistence in regions of conflict.

A resolution recognizing the 15th anniversary of the founding of Seeds of Peace, an organization promoting understanding, reconciliation, acceptance, coexistence, & peace in the Middle East, South Asia, and other regions of conflict.

• Whereas Seeds of Peace is a program that brings together young people and educators from regions of conflict to study and learn about coexistence and conflict resolution;
• Whereas these young people study and learn primarily at an international conflict resolution summer camp operated by Seeds of Peace in Otisfield, Maine, and

• Whereas long-term peace between Arabs & Israelis, Indians & Pakistanis, and Afghans & Pakistanis can only be achieved with the emergence of a new generation of leaders who will choose dialogue over violence;
• Whereas Seeds of Peace is strongly supported by participating governments and many world leaders; and
• Whereas continued partial Federal funding for Seeds of Peace demonstrates its recognized importance in promoting peaceful resolution of conflicts as a primary goal of US policy:
• Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That Congress reaffirms that youth should be involved in long-term, visionary solutions to violent conflicts.

Humanitarian aid to rebuild Haiti after earthquake.

• On January 12, 2010, Haiti suffered an earthquake measuring 7.0 on the Richter scale, the greatest natural disaster in Haiti's history, which killed more than 300,000 people & left 2,300,000 people homeless;
• Prior to the earthquake, Haiti was the poorest country in the Western Hemisphere, with an estimated 54% of its population living on less than $1 per day;
• Although initial recovery efforts must continue to assist the people of Haiti struggling to secure basic necessities, including food, water, health care, shelter, and electricity, Haiti cannot afford to only focus on its immediate needs.
• The circumstances following the earthquake in Haiti provide a real opportunity for Haiti to break the cycle of poverty, social inequality and unrealized expectations that has marked Haiti's history;
• It is the policy of the United States, in partnership with the Government of Haiti and in coordination with the international community, to support the sustainable recovery and rebuilding of Haiti in a manner that encourages greater economic equality; embraces Haitian independence; incorporates the potential of both women and men to contribute equally; providing a foundation for economic growth and economic sustainability, through investments in essential infrastructure; [and in general] to promote long-term, sustainable rebuilding and development in Haiti.

Condemn China's organ harvesting from Falun Gong prisoners.

RESOLUTION expressing concern over persistent and credible reports of systematic, state-sanctioned organ harvesting from non-consenting prisoners of conscience, in the People's Republic of China, including from large numbers of Falun Gong practitioners imprisoned for their religious beliefs, and members of other religious and ethnic minority groups.

• Whereas the People's Republic of China performs more than10,000 organ transplantations per year;
• Whereas the Department of State Country Report on Human Rights for China for 2011 reported 'instances of organ harvesting, particularly from Falun Gong practitioners and Uighurs';
• Whereas the People's Republic of China implemented regulations in 1984 that permitted the harvesting of organs from executed prisoners;
• Whereas Falun Gong, a spiritual practice involving meditative exercises, with the number of practitioners upwards of 70,000,000;
• Whereas in July 1999, the Chinese Communist Party launched an intensive, nationwide persecution designed to eradicate the spiritual practice of Falun Gong

Resolved, That the House of Representatives--
1. calls on the Government of the People's Republic of China to immediately end the practice of organ harvesting from all prisoners, and particularly from Falun Gong prisoners of conscience and members of other religious and ethnic minority groups;
2. calls for a full and transparent investigation into organ transplant practices;
3. demands an immediate end to the 14-year persecution of the Falun Gong spiritual practice;
4. recommends that the United States State Department issue a travel warning for US citizens traveling to China for organ transplants informing them that the organ source for their operation may be a prisoner of conscience; and
5. recommends that the US Government publicly condemn organ transplantation abuses in China and ban the entry of those who have participated in illegal removal of human tissues and organs.

Maintain World Bank funding as part of multilateralism.

Afghanistan-Pakistan study group to assess exit strategy.

Dear Mr. President,

As America heads inexorably towards its tenth year of war in Afghanistan, it is clear that the end of this, America’s longest war, is nowhere in sight. Consequently, we write to echo calls for the establishment of a bipartisan Afghanistan-Pakistan Study Group (APSG) to conduct a comprehensive review of U.S. policy in these countries.

Similar to the establishment of the Iraq Study Group in 2006, the formation of an APSG is not a partisan issue. Concerns and questions regarding the direction of U.S. military engagement in Afghanistan have been expressed by Members of Congress on both sides of the aisle and an increasing majority of the American public.

We believe a critical component of this assessment should be the development of an alternative strategy for concluding the U.S. war in Afghanistan. Serious questions pertaining to our mission and objectives, metrics and feasibility for success, and the timeline for military engagement in the region threaten responsible oversight and execution of [current] policies. The formation of a bipartisan APSG will be critical in working toward agreement on the most responsible path forward for our nation.

Trump harmed US interest by delaying military aid to Ukraine.

The [Congressional report on Impeachment] examines the facts underlying the first charge against Pres. Trump: abuse of power. On July 25, 2019, when he spoke by telephone to Pres. Zelensky of Ukraine, Pres.Trump asked Pres. Zelensky to "do us a favor, though." He asked Ukraine to announce two bogus investigations: one into former Vice President Joseph Biden, then his leading opponent in the 2020 election, and another to advance a conspiracy theory that Ukraine, not Russia, attacked our elections in 2016. One investigation was designed to help him gain an advantage in the 2020 election. The other was intended to help Pres. Trump conceal the truth about the 2016 election. Neither investigation was supported by the evidence or premised on any legitimate national security or foreign policy interest. After the call with Pres. Zelensky, Pres. Trump ratcheted up the pressure. He continued to dangle the offer of the Oval Office meeting and to withhold the $391 million in military aid.

To the founding generation, abuse of power was a specific, well-defined offense. It occurs when a President exercises the powers of his office to obtain an improper personal benefit while ignoring the national interest. The evidence shows that Pres. Trump leveraged his office to pressure Ukraine for a personal favor.

This unquestionably constitutes an impeachable offense, but the first article of impeachment also identifies two aggravating factors. When Pres. Trump asked Pres. Zelensky for a favor, he did so at the expense of both our national security--America has a vital national security interest in countering Russian aggression--and our election integrity--American democracy above all rests upon elections that are free and fair. When the President demands that a foreign government announce investigations targeting his domestic political rival, he corrupts our elections. To the Founders, this kind of corruption was especially pernicious, and plainly merited impeachment.
