Create a path to citizenship for illegal immigrants

He wants to create a path to citizenship for illegal immigrants, over a period of time, as long as they register and pay taxes on their wages. "I believe putting 10 million, 12 million people on a boat and saying off you go is absolutely the wrong approach," Herr said. "It's not going to solve problems. It's not the right thing, the humane thing to do."

Enforce existing laws including penalizing employers

Last week Mr. Herr attended--but did not speak at--a Northboro tea party meeting at which an expert on illegal immigration said the government should enforce existing laws, including penalizing employers who hire illegal immigrants, to dissuade people from living here illegally. Mr. Herr said he liked that idea.

Seal the borders to prevent illegal entry

The son of legal immigrants from Ireland, Herr said he wants the government to seal the borders to prevent illegal entry. He suggested moving military bases to the borders so recruits could train and patrol at the same time. He called for "positive and reasonable" talks on reform, opposing both immediate deportation and amnesty.
