Everything needs to be on the table for Social Security

He proposes taking action to preserve benefits for individuals currently depending on the programs and those close to their full retirement age. "But for people my age and younger, who still have some time to adjust, we've got to change the program or it will become insolvent," he said. "So my generation and those younger than me are not going to have that safety net."

Rose said all options to address the problems for the popular programs need to be "on the table" to make the best decision. That could include a combination of adjusting the retirement age, tax policy or means-tested benefits, and also ensuring younger workers understand Social Security should not be considered a sole source of support in retirement.
