Give states flexibility in welfare programs through federal block grants.
McEnulty says, "Welfare should not be seen as a permanent support to anyone.
Welfare programs must be designed to help people become more self-sufficient and able to stand on their own two feet. If they refuse to work and help themselves, then it is not up to the rest of us to support them for the rest of their lives."
