Ron DeSantis on Foreign Policy

Hard power in Indo-Pacific against Chinese Communist Party

Gov. HALEY: Dictators always say what they're going to do. China said they were going to take Hong Kong. They did. Russia said they were going to invade Ukraine. We watched it. China says Taiwan is next. We better believe them.

DESANTIS: I supported Trump's policy vis-a-vis Russia & Ukraine, and it was successful. You know, the Biden policy has not been. But, Nikki Haley is basically a carbon copy of what Biden is. It's an open-ended commitment. They want another $108 billion. We need to find a way to end this. But, we also have to look at what's the top threat to this country. It's the Chinese Communist Party. We are not doing what we need to do to have adequate hard power in the Indo-Pacific... I'm a Navy guy. We need more sea power. We're going to build that up and we're going to have a strategy to deny their ability to invade Taiwan or to get beyond the first island chain. On the current course, they're going to take advantage of Biden.

My China policy is very simple: we win; they lose

Gov. Ron DeSantis: I think that China's the top threat we face. They've been very effective at infiltrating different parts of our society. So my policy on China and the Chinese Communist Party is very simple, we win, they lose. It's not just military, it's economic and it's cultural. It's a full spectrum approach to be able to fend China off. Yes, military deterrence, yes, economic decoupling, but also their role in our culture. If we ignore that, we're not going to be able to win the fight.

Don't allow land grabs by CCP-backed businesses in our state

The Chinese Communist Party represents the greatest economic, strategic and security threat that our country faces. We in Florida long recognized this and have taken action such as banning the CCPs Confucius Institutes at our state colleges and universities. Now we see the CCP trying to make strategic land purchases across the US and our message in Florida is very simple. We will not allow land grabs by CCP-backed businesses in our state.

Oppose socialist president of Venezuela; support opposition

I had a meeting in the Oval Office about the situation in Venezuela. To the President's credit, he recognized Juan Guaido as the interim president and made clear that the dictator Nicolas Maduro has got to go. The tragedy in Venezuela is a result of a failed socialist experiment--a system that is hostile to human liberty and contrary to human nature. The tyranny that has resulted is the natural outgrowth of trying to impose this failed ideology on the people of Venezuela.

Pro-Israel; take action against boycott

I thank the Legislature for defending the US-Israel relationship by enacting anti-BDS legislation [the anti-Israel Boycott, Divestment, and Sanctions movement]. I reject attempts to target Israel for disfavored treatment and will enforce the anti-BDS provisions vigorously. This whole enterprise of targeting Israel for economic harm is such a fraud and merely a cover for antisemitism. In Florida, rest assured that BDS is DOA. I look forward to furthering the relationship between Florida and Israel.

Condemn China's organ harvesting from Falun Gong prisoners.

DeSantis signed Resolution on Falun Gong

RESOLUTION expressing concern over persistent and credible reports of systematic, state-sanctioned organ harvesting from non-consenting prisoners of conscience, in the People`s Republic of China, including from large numbers of Falun Gong practitioners imprisoned for their religious beliefs, and members of other religious and ethnic minority groups.

    Resolved, That the House of Representatives--
  1. calls on the Government of the People`s Republic of China to immediately end the practice of organ harvesting from all prisoners, and particularly from Falun Gong prisoners of conscience and members of other religious and ethnic minority groups;
  2. calls for a full and transparent investigation into organ transplant practices;
  3. demands an immediate end to the 14-year persecution of the Falun Gong spiritual practice;
  4. recommends that the United States State Department issue a travel warning for US citizens traveling to China for organ transplants informing them that the organ source for their operation may be a prisoner of conscience; and
  5. recommends that the US Government publicly condemn organ transplantation abuses in China and ban the entry of those who have participated in illegal removal of human tissues and organs.

Cut World Bank funding to enforce against terrorism.

DeSantis voted YEA The World Bank Accountability Act

Congressional Summary: HR 3326: World Bank Accountability Act: Requires withholding 15% of appropriation if countries borrowing from the World Bank`s International Development Association are not implementing the UN Security Council resolution to impose sanctions on North Korea. Withholds an additional 15% if the World Bank approved a loan to a country designated by the US as a state sponsor of terrorism.

Statement in support by Rep. French Hill (R-AR-2): The World Bank`s extravagant and unaccountable spending practices have been in conflict with the values of Americans for far too long. This bill helps put an end to sending hard-earned American dollars to despots and corrupt regimes. [We should instead] see these funds used how they were truly intended, which is to help lift individuals out of poverty and put them on the pathway to success.

Statement in opposition by IssueVoter.org: Opponents say that withholding funds may undercut the credibility and leverage the World Bank has to get reforms enacted and implemented. `America`s leadership at the World Bank is `one of the major tools in our soft power arsenal``. If the U.S. cuts obligations too much, it will cede that power.

Statement in opposition by Rep. Seth Moulton (D-MA-6) on Medium.comJan 22, 2018: H.R. 3326 is taking a hammer approach to a multilateral organization that provides support for millions of people in the world`s most impoverished countries. It is also concerning that this legislation is being considered at a time when the Trump Administration is actively seeking to back away from any and all international organizations. Additionally, the World Bank is already implementing a series of reforms.

Legislative outcome: Jan. 17, 2018 House Bill Passed 237-184 (Roll no. 24); bill died in Senate committee.
