Don't require English fluency for all immigrants

Sen. Dole co-sponsored S.1296 (Introduced by Sen. Charles Mathias with 19 co-sponsors): A bill to amend the Immigration and Nationality Act to modify the requirement for naturalization of an understanding of the English language.
    Amends the Immigratio and Nationality Act to exempt from the naturalization English language requirement any person who:
  1. is at least 65 years old;
  2. has lived in the United States for at least five years; and
  3. has made diligent efforts to learn English.
