Religious/ethical exemption for health care providers

HB95: This bill would give health care providers the authority to refuse to perform or to participate in health care services that violate their conscience; immunity from civil, criminal, or administrative liability for refusing to participate in a health care service that violates their conscience.

Analysis by the ACLU of Alabama: Healthcare providers are exempted from performing certain services related to abortion, sterilization, stem cell research, and cloning based on their religious or ethical beliefs. The bill stipulates an exception for emergencies, but it still allows for discriminatory behavior such as pharmacists who refuse to sell certain contraceptives and doctors who refuse to treat a patient who has had an abortion.

Prohibit use of fetal tissue from unborn infants

Legislative Summary: HB45: Unborn Infants Dignity of Life Act: To allow parents of deceased unborn infants to provide a dignified final disposition of the bodily remains of these infants. This bill would prohibit the sale of the bodily remains of a deceased unborn infant. This bill would also prohibit the use of or the fetal tissue, organs, or bodily remains of a deceased unborn infant in research or experimentation.

Analysis by Snopes.com: [This bill stems from a 2015 video claiming that fetal body parts were being sold]. Planned Parenthood said, "The promotional video has used deceptive and unethical video editing, and created a fake medical website as well as a fake human tissue website that purports to provide services to stem cell researchers."

Increase restrictions for abortion clinics to operate

Legislative Summary: HB57: Women's Health and Safety Act: This bill would provide comprehensive standards [including] physician involvement in abortion or reproductive health centers, and admitting privileges at local hospital required. This bill would require reporting of name of minor child to Human Resources, and reporting the name of the father of the unborn child to law enforcement in certain circumstances.

CNN analysis: Bentley signed a law that he says "has been endorsed by pro-life groups across America." Nikema Williams of Planned Parenthood [said] the new law's requirements would shut down clinics: "Medical experts agree that laws requiring admitting privileges for abortion don't increase health or safety for a woman. They just limit a woman's access to safe and legal abortion."
