Remember the taxes we paid, the regulations that burdened our businesses. We slashed them together. Together all of us, we cut the red tape and what happened? Businesses are absolutely booming and jobs are multiplying. And West Virginia has become a magnet for dreams, not dust.

Create cabinet posts on tourism & economic development

I am asking you to elevate cabinet level agencies to secretaries of cabinets in two areas. You see, I am hung up like crazy on tourism and economic development. I am asking you to create two agencies, two new cabinet positions.

Appoint a Waste Czar to root out agency excess

Now, and I believe--and I will do this immediately, I will employ some person--gosh, I can't imagine being called this, a Waste Czar. But I'll have him absolutely dig into every agency known to man and try to find any excess monies that have been shoved away and hidden. And I'll have him look. And I'll have him try to find.

Now, let me just give you my philosophy of our regulatory agencies. My philosophy is just this: The right person for the right job and they're motivated.

Ban fundraising while the legislature is in session

Justice has called for a series of ethics reforms, including banning fundraising while the legislature is in session so lobbyists and associations that represent various industries can't be extorted for campaign cash. Justice added, "No politician should be fundraising instead of doing the job they were elected to do." Bill Cole and the Republican leadership wasted $595,000 during the recent special session on the budget.
