Current flat tax is tremendous benefit to wealthiest people

Sand said the state's current flat income tax is "of tremendous benefit" to the wealthiest people in Iowa. "We really haven't done a lot for the people that are struggling," Sand said. "If we are looking at structural deficits as far as the eye can see the highest earners in this state, I think some of them would feel some sense of patriotic willingness to say, 'O.K., look, we got a tax cut. That was nice for a few years, but the budget's upside down and we've got to see where we can go."

Poorer, rural areas are paying higher property taxes

[At Toledo town hall]: "Property taxes are a local issue," Sand explained addressing the commonly held belief that people living in more prosperous areas pay more in property taxes. "What we found in doing this report is that actually, when you look across the entire state, the opposite is true. It's the areas that are more working class, more rural that are struggling a little bit more that actually on average pay a higher levy rate than the most prosperous parts of the state of Iowa," he said.
