National energy policy to reduce dependence on foreign oil

Pres. Jimmy Carter once declared the energy crisis faced by America in the 1970's, and our consequent dependence on foreign oil, as "the moral equivalent of war." More than 30 years later, we are almost twice as dependent on foreign oil as we were then.

Some war.

Despite this growing dependence on foreign sources of energy and Carter's establishment of a federal Department of Energy, we have never come close to even establishing a coherent national energy policy.
