Supports the Job Protection Act

I support the bipartisan "Job Protection Act of 2003" because we need smart tax incentives to keep jobs in America. It provides direct tax incentives to American manufacturers to maintain and increase their production in the US. It is entirely revenue neutral because it is designed to replace existing business tax incentives that were ruled illegal by the WTO. It would provide companies that employ 100 percent domestic production with up to a 10 percent reduction of the top current corporate tax rate. Source: Bowles Jobs Plan Jul 5, 2004

Stimulate the growth of food processing businesses

Congress should pass incentives in the form of grants or tax credits to encourage the creation of community-based food processing facilities and to expand and encourage the creation of farmer-owned food processing and distribution cooperatives. Such facilities would provide farm communities with an important economic development tool, instill greater competition in the food processing industry & give farmers an alternative to dealing almost exclusively with multi-national food conglomerates. Create local National Skills Corporation

This legislation will provide a menu of economic development options and it would be up to local communities in North Carolina, not the federal government, to determine the most effective use of our funding. I propose the creation of a National Skills Corporation that would be organized like a business and make sure that large & small employers are the vital drivers of a creative process for developing new training initiatives, new economic partnerships, and even new occupations throughout the nation.
