Making welfare recipients accountable can help them

I wonder if the assistance environment that we have setup in this country, welfare, if it's doing enough, if we're holding one another accountable. I know that as a young person, one of the things that made me grow, is being held accountable: by my teachers, by my pastor, by my parents, by my friends, by neighborhood leaders. And I think we need to make sure we've got a welfare program that takes care of people at the same time does not instill in them a dependence. Are we doing enough?
