Virginia needs a transportation planning system that works, both for managing individual projects more expeditiously and for crafting a coherent and integrated strategic plan that thinks long-range and multi-modally. The Virginia Department of
Transportation needs a management audit and reform. Transportation leaders [should] negotiate with Maryland and the District of Columbia to promote regional cooperation on pressing transportation issues of mutual concern, such as bridges.
