Fair tax cuts; responsible budget

Why have a 10-year tax cut in which the top 2% of tax payers get half of it? This will cause deficits. Who pays for deficits? It will come from the Medicare and Social Security accumulated funds and it will come from payroll taxpayers and from middle-income families, the heart of America, who did not get much help from the tax cut in the first place.
