Require welfare recipients to spend at least 40 hours a week in a combination of work and training programs.
Continue to give states and local governments flexibility in and responsibility for welfare programs through federal block grants.

Drug screening & drug testing for welfare recipients

I have proposed mandatory screening and if necessary mandatory drug testing of welfare recipients who care for children. Studies show that anywhere from 5% to 35% of families on welfare also have substance problems. We know that the children in these families have it hard enough; they should not be forced to struggle while the government sits idly by. This system will mandate treatment and if necessary remove the children from these homes so that they can be given the best opportunity to succeed.
