Reform drug enforcement to improve effectiveness

Control of multi-jurisdiction local drug enforcement task forces is now in the hands of the over-burdened Department of Public Safety officers. This control should be returned to local authorities who can react swiftly and use limited resources most effectively. Local authorities can use "knock and talk" techniques to act on local tips against drug dealers. The DPS cannot. In too many counties, this lack of control and coordination has left drug enforcement crippled at worst, haphazard at best.

Drug rehab needs alternatives other than prison

The drug rehabilitation system in Texas, especially for the young offenders who need it the worst, is broken; it just does not work anymore. If the parents of a young person with a drug abuse problem have health insurance, then he or she can be admitted to private facilities. If not, then prison is the only alternative. There must be more.
