Get computer science in every school to compete with China

We have to compete with China. I built computer science education. We led the nation in computer science education, going from 1,100 students to 23,000 students taking it. This is how you compete with China. As president of the United States, I will make sure we go from 51 percent of our schools offering computer science to every school in rural areas and urban areas offering computer science for the benefit of our kids, and we can compete with China in terms of technology.

$30 million to expand high-speed internet into rural areas

I'm also asking for support to expand high-speed internet into more rural areas of our state. We have to reduce the digital divide. We have to provide education fairly in all areas of our state. And it takes high-speed internet to do this and so much more from improving the quality of life to attracting businesses and entrepreneurs. I've set aside $30 million for this purpose in our proposed budget. If we can, let's do more, it is such a great need for our state.

Focus on technology education & Innovation Council

We have increased our numbers in computer science courses. Last year, we were at about 6,000, and this year we have more than 8,000 students taking computer coding. One of my goals is to be a hub of technology companies. I am calling for the creation of a private sector Technology and Innovation Council to bring industry leaders and entrepreneurs together to create new energy and support for tomorrow's leaders in software design, cyber security, data analytics, blockchain technology.

Let companies share Y2K plans with no risk of lawsuits.

Hutchinson co-sponsored the Year 2000 Information and Readiness Disclosure Act

An act to encourage the disclosure and exchange of information about computer processing problems, solutions, test practices and test results, and related matters in connection with the transition to the year 2000.

Provides that no Year 2000 (Y2K problem) readiness disclosure (a statement concerning Year 2000 computer compliance information) shall be admissible in any civil action arising under Federal or State law against the maker of the disclosure to prove the accuracy or truth of any year 2000 statement in such disclosure, except: (1) as the basis for a claim for anticipatory breach or repudiation or a similar claim against the maker; and (2) when a court determines that the maker`s disclosure amounts to bad faith or fraud or is otherwise unreasonable.

Corresponding House bill is H.R.4455. Became Public Law No: 105-271.
