Restrict police from extreme forms of use of force

While still in law school, Kelda helped pass Act 60, which prevented wrongful convictions in Wisconsin. In the legislature, Kelda passed SB 120, restricting police departments from extreme forms of use of force, and prohibiting certain procedures from occurring, with penalties for those who violate-- and passed SB 122, ensuring transparency in use of force policies.

Help nonviolent offenders get their lives back on track

Ensure that every county court system has a functioning Treatment Alternatives and Diversion program to reduce overcrowding and help nonviolent offenders get their lives back on track. Make sure people who are incarcerated are equipped to become productive citizens through work, education, skills training, counseling, and treatment while serving their time. Improve reentry programs, because a roof over your head and a job that pays the bills is the best crime prevention program there is.

Expand definition of what constitutes criminal incest

Legislative Summary: AB27: Under current law, a person who has sexual intercourse with a blood relative, if the relationship would prohibit them from legally marrying, is guilty of a felony. This bill expands the definition of "sexual intercourse" to include cunnilingus, fellatio, or anal intercourse or any other intrusion, however slight, of any part of a person's body or of any object into the genital or anal opening.

Twin Cities Pioneer Press analysis:The measure's author said prosecutors told him of a 2007 Milwaukee County case in which a man was accused of having oral sex with his developmentally disabled adult daughter. The man was charged with incest, but the count was thrown out because the allegations didn't involve vaginal sex.
