Admonished by Senate Ethics Committee for accepting gifts
Celgene Corp. executive Bob Hugin, who has already put $15.5 million of his own money into the race, spent $6.3 million on ads through June 30, many of them attacking Menendez on ethics. Menendez was indicted in April 2015 on federal corruption
charges. After his first trial ended in a mistrial, a judge acquitted him of several charges and prosecutors declined to retry him on the rest.
The Senate Ethics Committee then "severely admonished" him in April for accepting gifts from a friend and
campaign donor, Dr. Salomon Melgen, while intervening with federal agencies on his behalf.
A pollster says, "New Jersey voters are troubled by the ethics cloud hanging over Menendez."
"The more New Jerseyans hear about disgraced Senator
Bob Menendez's corruption, the less they believe he should remain in the United States Senate," said a spokesman for the National Republican Senatorial Committee.

Elected mayor of Union City at 32
Both men have long histories in state party politics. Menendez comes out of the rough and tumble of Hudson County, which is overwhelmingly Democratic. He was elected mayor of Union City at 32, and later to the State Assembly,
State Senate and Congress, before being appointed in 2006 to his seat by Jon S. Corzine, his predecessor, who had been elected governor. He helped his party narrowly hold on to its Senate majority against the Republican headwinds of 2010.

2006: Investigated for grants to community service agency
Menendez and the US Attorney's office had a long history. In 1980, Menendez was used by prosecutors in that office to help them convict Menendez's mentor, Bill Musto, at the time a state senator and the occupant of the Union City's mayor office that
Menendez would ultimately take over. More than 25 years after the Musto affair, the US Attorney's office--under the control of Chris Christie--took on an even more central role in Menendez's life. That time, he looked to be the hunted.
Two months before that election, federal prosecutors very publicly subpoenaed records connected to a rental deal between Menendez and a community-service agency that won federal grants.
The controversial subpoena would multiply into a small series and it became a critical element of the election. Democrats accused Chris Christie of issuing the subpoena specifically to affect the election.

Child of Cuban emigrants
In the heated 2006 US Senate race, Democratic incumbent Robert Menendez was running against Tom Kean Jr., the son of the popular former governor. The election pitted the First Family of NJ against the child of Cuban emigrants who had clawed his way to
the top of the political food chain. At the time, Menendez--the de facto political boss of Hudson County--was trying to run away from a pedigree that can kill a candidate in the white-bread suburbs of NJ horse country.

Chosen as Corzine's successor after long political career
Rep. Robert Menendez, D-Hoboken, [was] anointed by Gov.-elect Jon Corzine, also of Hoboken, to fill his unexpired US Senate term beginning Jan. 17. Menendez has survived the minefield of indictment-prone Hudson County politics. First there were the
murky waters inundating the Union City Board of Education. As a 19-year-old, Menendez was elected to the board and then served as its secretary. In that capacity Menendez testified before a federal grand jury investigating the board and Union City mayor
William Musto. Menendez called him his "political father" but cut the paternal link, later testifying against Musto, who was sentenced in 1982 to federal prison on corruption charges.
Menendez was elected Union City mayor in 1986, and re-elected in
1990. He was in his second term when he was chosen to succeed the late Christopher Jackman in the state Senate in 1991. From there, Menendez was elected in 1992 to the House of Representatives and was re-elected six times.

On Dec, 9, New Jersey Governor-elect Jon Corzine appointed Menendez to fill out the remaining year of his term in the US Senate. At an event at Liberty State Park in Jersey City, Menendez made the following remarks. Thank you, Governor-elect.

Explanation of 1/6/21 Electoral Certification, by Emily Brooks, Washington Examiner:Sen. Ted Cruz and Rep. Paul Gosar led an objection to counting Electoral College votes from the state of Arizona, the first formal objection to state results in a series of moves that will delay the certification of Joe Biden as the winner of the 2020 presidential election over President Trump. Cruz is advocating for an `emergency 10-day audit` of election returns in disputed states. The usually ceremonial joint session of Congress that convenes to count and accept Electoral College votes will be put on hold as the House and Senate separately debate the objection.
Timeline of 1/6/21 by Wikipedia:- 1:12 PM: Gosar and Cruz object to certifying the votes. The joint session separates into House and Senate chambers to debate the objection.
- 1:35 PM: Senate Majority Leader Mitch McConnell (R-KY) warns that refusing to certify the results of the
presidential election under false pretenses would push American democracy into a `death spiral`.
- 2:12 PM: The first rioter enters the Capitol through a broken window, opening a door for others
- 2:24 PM: President Trump tweets, `Mike Pence didn`t have the courage to do what should have been done to protect our Country and our Constitution, giving States a chance to certify a corrected set of facts, not the fraudulent or inaccurate ones which they were asked to previously certify.`

Bill summary:The select committee must (1) conduct an investigation of the relevant facts and circumstances relating to the attack on the Capitol; (2) identify, review, and evaluate the causes of and the lessons learned from this attack; and (3) submit a report containing findings, conclusions, and recommendations to prevent future acts of violence, domestic terrorism, and domestic violent extremism, and to improve the security of the U.S. Capitol Complex and other American democratic institutions.
CBS News summary, by Grace Segers on June 30, 2021:H.R. 3233 would have created a bipartisan, independent commission to investigate the root causes of the breach of the U.S. Capitol, modeled after the 9/11 Commission.
On May 28, the House passed the bill by a vote of 222 to 190, including 35 Republican votes. It then failed in the Senate, where it received an insufficient number of Republican votes to advance.
In response, House Speaker Nancy Pelosi announced on June 24 that the House would establish a select committee [appointed by House Democrats, instead of a bipartisan independent commission] to investigate the Jan. 6 insurrection and general security issues related to the incident. Pelosi said its leadership and members would be announced later. The House passed the resolution to form the committee on June 29, 2021, by a vote of 222-190.
