Only people who can vote for candidate can donate

I might favor a bill whereby only people who can vote for a candidate can contribute to the candidate. Business PACs would only be able to contribute if they have an employee who can vote for a candidate. Union PACs could only donate if there are union employees who can vote for a candidate and they stipulate that candidate.
