$1.5B investment in mass transit over the next five years

From the companies I talked about earlier, to the organizers and fans of the FIFA World Cup and the MLB All Star game coming here in 2026… They all want clean, safe, on-time public transit.

That's what Pennsylvanians deserve. It's what our economy needs. And that's why I am proposing the first major new investment in public transit in more than a decade. Under my plan, transit systems across Pennsylvania will receive 1.5 billion dollars over the next five years.

More state contracts for companies that have been shut out

We need to make sure there's opportunity for all to participate in our economy and build generational wealth. For the first time, the Commonwealth is directly putting state dollars towards creating opportunity for folks who've been shut out for too long. The largest purchaser of goods and services in Pennsylvania is the Commonwealth. That's why I signed an Executive Order to help those businesses work with us, and we're already making progress. Provide funding for women and minority-owned businesses

For the first time ever, the Commonwealth is going to put sustainable state funding into what's known as the Historically Disadvantaged Business Program. We'll provide long-overdue funding for women and minority-owned businesses to support their growth and open new doors of opportunity. I want every Pennsylvanian to know that our Commonwealth values what you bring to the table, and we will take an active role in breaking down the barriers to progress and partnering with you. Money for infrastructure good for economy, public safety

Too many of our roads and bridges are crumbling and too many of our public transit systems are understaffed. We must repair our roads and fix up our bridges. And we must ensure public transit continues to be an affordable, reliable option for millions of people all across the commonwealth.

Connecting our communities spurs growth and creates more opportunity for our people. That's good for our economy and for public safety. This budget allows us to tackle both.

Start budgets at zero, define mission, then fund it

[On spending priorities]: "I believe zero-based budgeting is the most important thing governments can do," Shapiro says. "From Harrisburg to D.C., the debate is always about taxes and spending, when what we should be doing is starting our budgets at zero, defining our core mission, and then funding it." Shapiro was able to decrease overall spending but increase investment in areas where it was most needed--proving that zero-based budgeting just might be the most direct way to real reform.
