Use state reserves to make up loss of federal revenue

Virginia could lose about $2 billion in state revenue due to the One Big Beautiful Bill Act, according to a presentation from the state department of taxation. Earle-Sears has referenced Virginia's revenue reserves as a backstop for the loss of federal funds--though there are restrictions on what kind of reserves, if any, can be used. Using those state funds could (or could not) impact Virginia's AAA credit rating, which would make borrowing more expensive.
