Strong Schools; Bright Futures:restore $1B in education cuts

Katie McGinty released her K-12 education plan--"Strong Schools. Bright Futures."--that reverses Governor Tom Corbett's $1 billion in education cuts, overhauls the school funding formula, provides expanded access to pre-K and full-time kindergarten, reduces class size, restores support for gifted students, and provides teachers with additional training. Katie's plan calls for:

Expanding support for Pre-K programs, including Head Start, by immediately adding an additional $20 million.
Investing in early education so every school district in Pennsylvania can operate full-day kindergarten programs for five-year-olds.
Reducing maximum class size to 25 students over a period of four years.
Creating incentives to support creativity and excellence in our students and schools.
Providing incentives for school districts to augment Advanced Placement courses.
Providing teachers with additional training to foster professional development.

Subsidize state colleges to keep tuition below inflation

McGinty would propose rewarding state-subsidized universities with additional state aid for keeping an annual tuition increase to below the inflation rate. Would seek to reduce payments to charter schools and fund them based on "auditable costs." Would seek to create a grant program to help 35,000 middle-income families of college-bound children and create the "Pennsylvania Dream Scholarship Program." to provide merit-based grants of up to $4,000 for 10,000 high-achieving, low-income students.
