Kelda Helen Roys on Education

Republicans diverted money to unaccountable voucher schemes

A high quality public education is the birthright of every Wisconsin child--from early childhood to higher ed. Unfortunately, our kids have been shortchanged for a generation by Republican legislators who refused to provide even inflationary increases to funding for our K-12 schools. At the same time, they have diverted billions of our taxpayer dollars away from local public schools to private, unaccountable voucher schemes that perform no better--and often much worse--than public schools.

Criticized holding up university funding over DEI

The Universities of Wisconsin will receive around $32 million in funding withheld for months by Republican lawmakers amid ongoing efforts to eliminate diversity, equity and inclusion programs on campuses. Roys accused Republican leaders of essentially telling the UW to `come back on your knees, & then maybe we'll think about giving you the money.`

`The plan that is before us is not what the universities asked for,` Roys said. `It is not what they require

Don't increase statewide private school voucher program

AB59: An Act Relating to: applications for the full-time open enrollment program in the Wisconsin Parental Choice Program.

Summary by Wisconsin Examiner, 3/1921The steady expansion of programs that siphon public money into private schools is seen by public school advocates as an existential threat to public school districts around Wisconsin. This bill grows the statewide private school voucher program.

Governor's veto message, 6/18:"I object to diverting resources from school districts to private schools. While this bill [claims] a temporary increase in the income threshold, students are not required to meet the income requirement in subsequent years of participation. Therefore, a one-time change in the WPCP income threshold has the potential for long-term financial impacts."

Legislative Outcome:Passed Assembly 60-36-2 on May/11/21; Kelda Roys voted NO; passed Senate 20-12-1 on Jun/9/21; vetoed by Gov. Evers on Jun/18/21.
