Keep promised benefits via Personal Retirement Accounts

Social Security must maintain as promised: benefits for retirees, and disability and survivors' insurance programs. The government must not: invest Social Security funds in the stock market, nor increase Social Security payroll taxes, nor divert the Social Security surplus from payments. Personal Retirement Accounts will be an option that: confer all rights of ownership, including willing to heirs, to individuals; stays with individuals for life throughout job changes, government won't spend from.
