Define how immigrant become citizen in fair & timely manner

Congress has floundered on immigration. First and foremost, our borders must be secured. Diplomatic relations between the US and Mexico must play an important role in developing a joint solution to this illegal immigration problem. We should clearly define the process for immigrants to become citizens in a fair and timely manner. Those who are here illegally have one of three choices:

Go through the immigration process to become citizens
Get temporary visas
Be deported.
