Implementing Kyoto Treaty unfairly harms US

A: Keenan said he agrees with Presidents Bush and Clinton that implementation of the Kyoto Treaty would unfairly harm the United States. But he said the country must step up efforts to protect the global environment and focus on alternative energy technology with the same urgency that it developed the space program in the 1960s and built the atomic bomb in the 1940s.
