Out-think adversaries instead of out-shooting them

We need to improve intelligence gathering capabilities and diplomatic efforts to seek out all options before committing troops to another conflict. We can never know what the outcome would have been if our government had pursued other options prior to going into Iraq. We need to retain the ability to defend our country according to the requirements of our constitution.
